The only offer given for tender opened for the first nuclear power plant construction and operation of Turkey planned to be established in Mersin-Akkuyu came from Park Teknik and Russian Atostroyexport consortium. While envelope came from 6 Companies for the tender, thank letter was taken from envelope of 5 Companies.
Atostroyexport (Russia), AECL Atomic Energy Of Canada Limited (Canada), Suez Tractebel (France-Belgium), Unit Investment N.V. (Netherlands), Hattat Holding-Hema Joint Venture Group (Turkey), Ak Enerji (Turkey) submitted envelopes in the tender made by the Turkish Electricity Trading and Contracting Company (TETAŞ). While Russian Company gave offer for the tender, it was observed that other Companies did not give any offer and thanked.
Second envelope of Russian Company Atostroyexport, in other words, certificates of conformity to Turkish Atomic Energy Authority (TAEA) criteria will be sent to TAEA. TAEA will evaluate the offer within 15 days according to technology criteria determined beforehand.
In case the offer is considered appropriate after evaluation to be made by TAEA in the second envelope, third envelope will be opened. Price offer will be submitted for approval of the Council of Ministers.
The public will give guarantee of purchase for the electricity generated to the Company that will establish and operate power plant provided that it does not exceed 15 years.
13 local and foreign Companies had received specification for the tender.
INVESTMENT OF 10-11 BILLION DOLLARS
Nuclear power plant takes place among preferences of Turkey due to the fact that it is the cleanest way to obtain energy in terms of low fuel costs, decrease of external dependence and environmental pollution although first investment costs are high.
It is stated that in case nuclear power plant has power of 3 thousand megawatts (MW), an investment of 5-6 billion dollars will be in question and in case it has power of 5 thousand MW an investment of 10-11 billion dollars will be in question. It is targeted that share of nuclear power plants within Turkish electricity generation will be minimum 8 percent until 2020 and 20 percent until 2030.
WHAT ARE NUCLEAR CRITERIA OF TAEA?
Offer of the Company, which did not fulfill nuclear power plant criteria of TAEA, will not be accepted in the tender. According to criteria of TAEA, nuclear power plant will include current and proven technological innovations. It will comply with international norms especially international atomic energy norms. The fact that power plant was designed in a way to take precautions that will ease radiologic results against the accidents entering serious accident class will be considered in the evaluation.
IT WILL RENDER SERVICE FOR MINIMUM 40 YEARS
The period when nuclear power plant will render service will be minimum 40 years. Plan and program for local contribution share will be proposed. Process, when minimum 60 percent local contribution share will be achieved, will be shown in the plan and program.
Operation experience of the power plants will be considered in the evaluation. It will be necessary to document reference example and examples in country of the supplier showing operation experiences of second generation power plants or in other countries.
Types of the power plants to be evaluated will be tested technologically. For this reason, 4th generation nuclear power plants will not be evaluated. It is targeted that way for third generation power plants will be opened with technological testing criteria.
HOW MANY COMPANIES RECEIVED SPECIFICATION?
Until today, 13 local and foreign Companies received specification from TETAS for construction and operation of the first nuclear power plant of Turkey planned to be established in Mersin Akkuyu. Said Companies are as follows:
